Hydrogen and Helium are the most abundant elements in the universe because they are the simplest elements. The Big Bang theory relies on nuclear fusion to create more complex elements, stars create bigger elements through nuclear fusion, until Iron when it becomes impossible for a star. Hydrogen accounts for 92% of gas present in the universe, Helium accounts or 7%, and other gasses like neon and oxygen account for the rest.
